**Description**



**Position Purpose and Summary**



This position is accountable for global strategy, delivery and operations across the OSC portfolio of Deliver and Create solutions within Global IT\. This position closely partners with the BOSC functions of CTL and RandD\.



Key accountabilities will be to drive collaboration across business partners, global IT delivery leaders, function leaders and enterprise process owners/managers to reach key decisions on portfolio priorities, deliver technical and portfolio roadmaps to meet the business needs, set value targets and measure outcomes for value realization\. The Deliver and Create portfolio is accountable for supporting the Transportation and Logistics Team with technology solutions that enable their business processes and capabilities including, but not limited to freight, fleet, and facilities management, shipment visibility, and route planning\. They are also accountable for supporting the Research and Development Team with technology solution that enable their business processes and capabilities including, but not limited to the formulation product lifecycle, lab data management, and BIO and IMN\.



This position will be accountable for overall budget oversight/roll\-up across the global and regional OSC Deliver and Create portfolio components\.



**Global Portfolio** - Will own global Deliver and Create portfolio budget setting with value enablers, partners, regions and other global portfolios \(e\.g\. ERP\) responsible for budget targets pricing and recovery models for people and capital spend to support the global portfolio\.

**Region Portfolio** - Will facilitate target/roll\-up of budgets with region leaders responsible for budget targets, pricing and recovery models for people and capital spend to support region specific portfolio and capital spend needs by region\. Responsible for negotiating across regions to meet overall budget target outcomes\.



This position will be the IT Delivery Sponsor for all global Deliver and RandD initiatives in the portfolio\. This includes ensuring proper governance and key stakeholders are engaged, providing overall delivery oversight of scoping and delivery work and acting as a quality partner to ensure delivery excellence\. This position will leverage regions \(e\.g\. roles include PMO, BAs\), value enablers \(e\.g\. EAs, Data Leads, CBS\), partners and other global portfolios \(e\.g\. ERP\) to deliver end\-to\-end program and operations across the portfolio\.



Responsible for building, sustaining and enhancing the solution capabilities in the technology core of CTL and RandD\. This includes but not limited to: driving application modernization, standardization and differentiation where appropriate, achieving buy\-in for innovation/transformation investments, bringing the outside in and consulting with our function leaders to develop meaningful business KPIs and dual strategies\. This position will work closely with other application portfolio owners \(e\.g\. Regional App, Regional Infra, ERP \- SAP, \) to drive overall strategy alignment between global and region\-specific portfolios year over year\.



This position will be responsible for setting and executing the strategic vision of the Global OSC Deliver and Create portfolio team, ensuring the global team \(direct/indirect\) is delivering on its promises to the business, and creating a high performing environment across Cargill and its partner ecosystem\.



In Review, this position will have accountabilities in the following areas:



Trusted advisor to function, business and enterprise process owners/managers

Engaged leader; recruiter of talent; and fostering high performing team

Facilitator of the portfolio/service strategy \(technical and delivery\) for the Global and Region Deliver and Create portfolio\(s\) and PDT strategies\.

Delivery oversight of program/project delivery, operations and value realization for the Global Deliver and Create portfolio\(s\) ecosystem of solutions\.



- Portfolio review in collaboration with Business Partner portfolio owners to ensure priority setting, demand forecasting and shaping\.

Budget oversight across Global and Region Deliver and Create portfolio\(s\)\.

Guides innovation/transformation and continuous improvement efforts in the solution set of the technology core\.

Delivers against key business and operational SLAs/KPIs across the delivery ecosystem\. Manages key vendor relationships at portfolio level\.

Drives appropriate standardization and differentiation across the portfolio\.

Chief evangelist internal/external for the portfolio to bring new ideas, collaboration and benchmarks to improve what and how we perform\.



**Principal Accountabilities**



**45% Manage Portfolio Delivery and Operations**



Provide strategic leadership for the global applications and ecosystems for delivery end\-to\-end \(program/project and operations\)

Accountable for the long\-term global strategy for the portfolio



- Ensure tight alignment with EA and GPO/EPO/EPMs on future enterprise technical roadmap

- Partner with BPs in defining PDT strategy for portfolio area by function/enterprise as appropriate

- Deliver conceptual 3 year and 18\-month detailed delivery roadmap for key technology investments

- Set and drive for innovation and transformation targets and outcomes

- Set and drive for continuous improvement/lifecycle targets and outcomes

Delivery IT Sponsor and oversight for global program/project delivery\. Ensure proper governance, delivery shaping and execution across program/projects aligned to portfolio\.

Lead culture of discipline and compliance and ensure adherence to a global standard process and methods

Collaborate with the Regional Deployment teams to optimize and/or modernize applications

Monitor service performance measures in alignment with the key SLAs and key business KPIs defined by the work package/portfolio\. Ensure operational excellence targets and maintenance plans defined and managed across ecosystem\.

Address non\-compliant SLAs with corrective actions to reverse trends\.

Lead and incorporate process industry best practices into standard operations with partners and other dependent delivery teams\.

Ensure that operational readiness for new capabilities required by the business are transitioned and managed with operations and Cargill?s key delivery partners\.

Partner with CTL and RandD to incorporate technology readiness activities into key program initiatives and post\-delivery to aid in running their business\.

Maintain awareness of application risks and opportunities for expansion and improvement\. Seeks out and recommends improvements which enhance capability, performance, and minimize costs\.

Provide recommendations for advancing applications across the globe ensuring high user acceptance\. and adoption, regulatory compliance, and alignment with business and function strategies\.



**25% People and Budget Management**



Administer/oversees general workforce administration policies and programs in the areas of communications, staffing, training, evaluations, disciplinary actions and safety\.

Accountable for performance management, talent development, succession planning and engagement and through subordinate managers\.

Develop planning for future workforce needs in direct control and participates in the selection of employees\. Manages to outcomes across needs in ecosystem \(region/partners/value enablers\)\.

Responsible for developing strong leaders and in a global, diverse workforce by seeking multiple approaches to source/attract diverse talent\. Incorporates diversity in succession planning and job fulfillment\.

Communicate key decisions, Cargill information and other enabling information to team

Accountable for medium\-term outlook workforce planning and for performance management, talent development, succession planning, coaching, and engagement for team\.

Lead and implements systems and processes to maintain a highly engaged workforce\. Holds direct reports accountable for actively addressing engagement issues and identifies/leverages best practices in engagement\. Ensure delivery of quality work product by team\.

Responsible for financial management across team and business planning \(forecasting, reporting PandL, etc\.\)\.



- Participate in the annual business planning process\.

- Establish the overall fiscal year budget and pricing/recovery

- Responsible for the Optimization of the TCO\.

Ensure the portfolio?s Change and Run budgets are fully recovered month over month

Oversee transition and stabilization across partner ecosystem - business and operational readiness

Ensure that the partner providers perform to the requirements documented in the contract in alignment with expectations of the business\.

Ensure consistent processes in line with the CTL and RandD governance models\.

Maintain partnering/relationship with 3rd party providers to delivery project quality and operational excellence and innovation\.

Manage and maintain KPIs and priorities with the businesses/functions\.



**10% Business Results, Metrics, Scorecards and Reporting**



Define expectations for program/project delivery scorecarding with PMO teams and key stakeholders including BPs and EPO/GPO for executive engagement\. Ensure quality gates/reviews in conjunction with Cargill?s Project Delivery Processes\.

Maintain metrics of business/operational performance and evaluates trends\. Prepares and executes plans to improve operational support, addressing concerns and needs with high performance solutions\.

Leads and facilitates portfolio performance and function/enterprise reviews\.

Develops internal marketing and outreach plans to stakeholder groups \(peer to peer, outside in etc\.\) to drive excitement, recruiting and value recognition for the portfolio and partnering\.

Ensure appropriate metrics \(Risk, Issues, Project Status, Resource Utilization, etc\.\) are maintained, analyzed and acted on in order to ensure effectiveness\.



**Qualifications**



**Required Qualifications**



BA/BS in Business, IT, or Computer Science

10 years of IT and business / industry work experience, with at least 5 years of experience in managing a distributed team\.

5 years? experience working in Transportation and Logistics technology strategy and delivery OR Research and Development technology strategy and delivery\.

5 years of people management experience\.

Demonstrated ability to lead Change Management efforts

Ability to Deliver Results \(Quality and Benefits\)

Strong collaboration and influencing skills

Demonstrated ability to be successful in ambiguous situations

Demonstrated experience owning and negotiating SLAs/KPIs

Demonstrated experience managing cost/quality/schedule controls

Demonstrated leadership skills; ability to lead global teams

Experience managing for ITIL processes

Experience interacting effectively, confidentially and appropriately with various levels management and customers

Ability to work across multiple groups and geographies to solve operations problems and avoid continuity risk

Business fluency in English and local languages as defined

**Preferred Qualifications**



Master?s Degree \(MBA\)\.

Project management certification preferred\.
