**Environmental Regulatory and Assessment Lead**

**Position Purpose and Summary**

**This position is a part of the LATAM Regional Environment Team focusing on developing and deploying global environmental compliance programs in the LATAM Region and monitoring/ managing regional regulatory developments\.** Reporting to theEnvironment Director LATAM, this position will workclosely with Project Team, EHS,Operations and Business, multiple peers, stakeholders, contractors and regulators to achieve Cargill?s goal of ZERO harm\. **Regulatory Management and Environmental Assessment considerations are an increasingly important part of permitting obligations associated with continued operations and improvement projects\.**

**These assessment asssure future soil, air and water use impacts are minimized, and grant** **the ?social license? to operate - while enabling critical opportunities for economic and social development\.**

**The LATAM Environmental Regulatory and Assessment Lead \(ERandA\) will provide strategic subject matter knowledge** **of environmental regulatory compliance to:** **conduct all environmental and social risk assessments; deliver the highest standards of technical work for** **support the variety of permit, applications, and studies needed in the course of our facility operations and new growth** **; manage emerging and ongoing regulatory issue program; and manage governmental, trade association and NGO interactions, including negotiations, settlements and agreements\.** **This work includes:** **Environmental Impact/ Risk Assessment; Environmental Studies;** **Strategic Environmental Assessments; Appropriate Assessments;** **Environmental and Social Impact Assessments; Environmental Management and Planning; Endangered Species; Cultural Resources; Air, Water and Soil Quality; Waste Management; Water Resources; Rural Development; Contaminated Site Assessment and Remediation; Geoenvironmental; Ecology;** **Hydrology/ Hydrogeology; and permit applications and permit negotiations\.**

**The position will require a candidate work independently and also lead the LATAM Environmental Regulatory Team\. As the Environmental Assessment Lead, the ERandA will have the capacity to perform varying priorities and multiple tasks in order to work on multiple projects concurrently and meet deliverable deadlines, including a field component including project site visit inspections and liaison with third\-party and regulators\. As the LATAM Environmental Regulatory Team Lead, the ERandA: deploys corporate methodology and tools regionally including policy/ requirements/ processes/ systems associated with regulatory management; drives standardized approaches and documents; monitors and communicates Cargill environmental positions; and assure/ verify regulatory issue management and /or resolution\.**

**Principal Accountabilities**

50% Regulatory Management and Environmental Assessment \(EA\) Center of Excellence:

Provide subject matter knowledge with environmental issue management, country strategies and resolution

Provide thought leadership and vision about the environmental assessment facing business potential impacts

Lead the preparation of EAs/ EISs and associated management plans in compliance with applicable federal, state, and local requirements\. Perform project delivery activities such as report writing, undertaking and organizing data collection, performing data and literature review, and developing recommendations related to planning, design and permitting documentation and other reports

Support preparation of technical proposals

During project preparation,oversee the environmental assessment and analysis of environmental and social impacts and risks, as well as the design of risk management plans and the inclusion of effective and feasible measures to avoid, minimize, and mitigate adverse impacts of Cargill?s operations and brand reputation

During project execution, oversee the supervision, monitoring and reporting of implementation of environmental and social risk management measures, at project and portfolio levels, reporting on compliance outcomes and trends

Provide strategic leadership to ensure the effectiveness and efficiency of environmental assessment management processes, systems, tools, metrics, indicators of success, as well as plans, guidance notes, and training material

Monitors and analyzes environmental policies and regulations that affect Cargill and its customers

Environmental Assessemnt and Permitting Portfolio Management: manage the environmental resources needed to deliver the expertise \(e\.g\. internal and external resources\)\. Support and assist deployment of environmental assessment portfolio or project in region \(e\.g\. permitting\)\.Track and provide updatesto management on workload, backlog etc\. Work within quality/ budget/ schedule expectations and scope\-specific assignments Prepare required environmental approval applications and mitigation plans to support a variety of projects\. Development/ management of vendors contracts, purchase orders and invoices activities

25%:Environmental Regulatory Issues Management \(Current and Emerging\):

Remain current with major legislation, directives and new regulatory information

Develop and maintain issues management portfolio\. Manage the LATAM current and emerging regulatory issues teams to monitor, evaluate, manage and resolve emerging issues in the region

Educates and communicates status of all regulatory issues; changing regulatory landscape; and manages the environmental regulatory risk portfolio

Develops strategies to assess and manage corporate reputational risks\.

25% Collaborative Partnering:

Provides the necessary supportin identification of projects, stakeholders and potential systems thinker/ strategic actionto resolve environmental matters in region

Engage with internal clients and external stakeholders, as necessary

Ensure proper internal coordination between functional areas within Legal Department, Corporate Affairs, Procurement and Strategic Sourcing, Manufacturing Exellence and leverage opportunities for synergiesNetwork with external organizations, third \-party and benchmarked companies to identify best practices, effective technologies and regulatory content/ procedure, and cooperative solutions that can be applied effectively to help in support ofEnvironmental Assessment implementation

Build and strengthen communication between Cargill and federal, state, and local government agencies, as well as unions, trade associations, community etc\.Participate on relevant trade organizations meetings, panels, and environmental groups as necessary to support innovation, relation, development and compliance efforts\.

Collaborate with internal partners such as Business leaders, Law, Commercial, BOSC functions, Law, Finance, to analyze potential community, political and policy issues; develop Cargill?s positions, and to execute elements of the environmental strategy related to regulatory management\.Ensure proper internal coordination between functional areas within Legal Department, Corporate Affairs, Procurement and Strategic Sourcing, Manufacturing Exellence and leverage opportunities for synergies\.


**Education, Experience, Skills**

**Required Qualifications**

Bachelor degree in engineering or sciences

8 years? experience related to environmental assessmentsand permitting process, including strong projects

Strong knowledge and familiarity with environmentalpermits as they relate to cultural heritage, archaeology, endangered species atrisk, air, noise, water, waste, contamination, ecology, hydrology/hydrogeology, traffic etc\.

Strongknowledge of relevant environmental legislation and environmental assessment

Experience conducting desktop and online studies orresearch on natural resource or resource planning topics, GeographicInformation System, map interpretation etc\.

Experience with federal, state, and municipal permitting,in particular with the preparation of applications for industry projects and,providing strategic\-level support

Multicountry regulatory experience

Effective written and verbal communication skills andorganization/analytical skills

Demonstrated ability to research and prepare concise andaccurate detailed technical data and reports

Have a flexibleapproach with a willingness to actively participate as part of a widermultidisciplinary team

Strong leadership and negotiation abilities

Ability towork well with a team as well as independently with minimal supervision

Ability totravel 30% \(often on short notice\)

Fluent inEnglish and/or other main regional language preferred\.

**Preferred Qualifications**

A postgraduate degree inenvironmental science or related discipline

Master?s degree in environmental science/ studies or a closely relatedfield

Projects experiences related food/ agricultural industrial environment

Experience working in a matrixed organization

Experience working in a global/multi\-geographyenvironment and an understanding of the complexitiesit presents

Participate and pursue leadership roles in externalorganization to bring ?outside in? perspective and exposure to leadingpractices\.
